A thoughtful framing of how an evaluator should reason from inquiry to a defensible opinion, useful for teaching and for articulating the basis of testimony on cross-examination. But it reports no empirical finding, changes no legal standard, and imposes no obligation; nothing an examiner does or asserts on Monday is different because of it.
