It gives a usable line for a question evaluators are already facing, and the drafting/authorship distinction is worth borrowing when a practice or program sets its own policy. But it is a perspective piece synthesizing existing guidance rather than new evidence, no court or regulator has adopted it, and nothing an evaluator must do or may defensibly assert changed on its publication.
